John Romita Jr. seemed to have a similar problem, since for the cover he chose to focus on an incidental scene where the Punisher got into a fight in a pool hall instead of anything directly related to the actual plot.
Then there's the woman whose neckline seems to get lower with every panel.
I don't necessarily mind the "crime of the month" style stories in the Punisher. It's kind of like a show like Law & Order where it basically follows the same formula every episode but with a few twists. But shows like that, if they are successful, also manage to have interesting characters and good dialogue, whereas the Punisher (with a little help from Micro) has to carry these books by himself. And not just one book a month, but three at this point, plus specials. It's a lot to ask. I especially think that the "crime of the month" stuff should be left to the main Punisher title while this one, which they charged extra for, should be more special stuff, whether that means team-ups or super-villains or at least continued stories (although War Zone was handling the latter at this point). Or at least better art. It's nice to see Val Mayerik getting work in the 1990s but this is not him at his best.

Wait, it looks like he hit the two old guys and the nurse with tranq darts, but in the previous panel he was holding a shotgun.

I didn't get into all the details of the story, but it is a tranq gun. He then brings the mob guy in the middle to a legit hospital and then shoots him in the head with a real gun so that an organ can be given back to its rightful owner. But you're right, it looks more like a shotgun.

This is the Punisher. He won't settle for a regular-looking gun, even if it is a tranq gun.;)
