Review/plot:
Here's a bad way to make your main character look competent:

"Remember when Cap thought he was giving a physical fitness demonstration and didn't suspect he was really fighting a bunch of assassins? Well, some guys always learn the hard way! Here he is again, demonstrating his prowess to an official of state penitentiary... or, so he thinks!".

It turns out that it's a bunch of criminals who have broken free but can't get out of the main door because it is magnetically sealed. Their plan is to get Cap to come and visit them so they can use his magnetically powered shield to open the door.

But it turns out that Cap isn't using his magnetically powered shield anymore.

While the dialogue here, as in the Avengers issue where he receives the shield, indicates that this is indeed Cap's original shield that Iron Man somehow managed to open up and put electronics in, that really shouldn't be possible, so i propose that the magnetically-controlled shield was a non-indestructible duplicate, and just to solve two problems at once, let's say it was this shield that was destroyed in Avengers #35.

Then Cap kicks everyone's ass, which is a good way to make your main character look competent.

The main door could actually be opened with a password, and the password was "Captain America". The only problem with that is that the bad guys, when they were trying to open the door with Cap's shield, actually said "Captain America" and the door didn't open.

Quality Rating: D+

Historical Significance Rating: 2 - it's revealed that Cap isn't using his magnetically-controlled shield.

Chronological Placement Considerations: The MCP places this between Avengers #12-13, which is in sync with the publication date, unlike the Iron Man story in this same issue, which has to take place earlier since it's part of the storyline where Tony Stark was missing and presumed dead.
