Review/plot:
Captain America returns from Exile Island and, after making a stir in Harlem with the Falcon...

...heads to SHIELD to see where Sharon is. She's been keeping herself busy since she and Cap broke up, but while Steve is there, Nick Fury decides it's a good idea to hypnotize him into doing a mission for SHIELD. That's really weird.

The mission requires Steve becoming a Phys Ed teacher at a liberal arts college and foiling a plot by AIM that involves instigating a student riot...

...as a distraction so they can kidnap a professor.

The last we saw of MODOK, in his first appearance, he was seemingly dying after being betrayed by AIM. There is no explanation regarding his survival, or any reference to the previous story. Note that the AIM soldiers are wearing white and pink, though. It's a little hard to tell what's deliberate and what's due to rogue colorists, but going forward we'll learn that there are factions in AIM, with MODOK running one group.

Cap learns that one of the students is being hypnotized and he sees that the two others have high tech guns and deduces that AIM is behind the scheme. He doesn't (explicitly) learn that MODOK is back, though.

The comic ends with Cap and Fury engaging in a bizarre comedy routine.

Quality Rating: C

Historical Significance Rating: 2

Chronological Placement Considerations: Cap and the Falcon have traveled back to NYC and are still together so neither should appear in anything else in between Cap #118 and this issue. That necessitates pushing this up prior to Cap's appearance in Avengers #69. Actually, the MCP has the Avengers arc, and Cap's appearance in Iron Man #18-19, taking place during the last few panels of this issue.
