See the comments regarding the credits. The UHBMCC lists Starlin for both pencils and inks. The GCD has "Alan Weiss ? [as "& co."]; Al Milgrom ? [as "& co."]" for inks. The credits listed are only for a sequence framing a reprint.

This issue reprints Marvel Super Heroes #12 with a framing sequence involving the Watcher, who acquaints himself with Captain Mar-Vell's origin while preparing to murder him when he arrives to fight the Lunatic Legion.

Chronological Placement Considerations: Captain Marvel's appearance here is more symbolic than anything, but we'll see next issue that he's still with Ant-Man and the Wasp in the hospital from last issue.

The art credit reads "Starlin & Co." Starlin definitely did the first page, but the last two look like Al Milgrom hastily inked by somebody else.

The Watcher had to be one of the most inconsistently drawn characters. Here he just looks like a fat guy.

The panels here are definitely inked by Alfredo Alcala.

If I had this issue, I could give you a better breakdown of pencils/inks.

According to an article in Back Issue #93, the art here is by Starlin & Weiss; Milgrom didn't come on board until the next issue.
