Review/plot:
While the Hulk sulks in the woods...

...the Leader approaches Glenn Talbot with a scheme to kill the Hulk.

Talbot goes to Thunderbolt Ross, who, upset about Betty getting turned into a glass statue, agrees, except he thinks they are only trying to stop the Hulk, not kill him. The Leader builds a device that makes the Hulk think he is battling a bunch of his old foes...

...but Jim Wilson crosses the wires and instead makes the Leader think he is being attacked by the Hulk.

I don't know what's worse - the second panel of the Hulk in your first scan or Nixon. Both of them are just awful.
