The Leader kidnaps Rick Jones and Bereet as a challenge to the Hulk to come after him.

The Leader wants to test the mettle of the Banner-brained Hulk.

Most of this issue depicts Hulk/Banner unsuccessfully dealing with the fact that he's now a celebrity; it's one of the better aspects of the book.
