Review/plot:
This is the first of two issues by Tony Isabella before Alan Zelenetz takes over. The main story here is by Bo Hampton, who, after skipping next issue, will remain on the series until it is cancelled with issue #38.

The main story has Moon Knight going up against a gang of kids that have gotten into some abandoned experimental government formula...

...that turns them savage...

...and eventually into wolf-men.

As Marc Spector, Moon Knight had encountered the "Primal Project" formula before.

I suppose it's the moon connection, but Moon Knight seems to run into wolf based enemies a lot. There's Werewolf By Night, of course (who just appeared a few issues back). But there's also Lupinar, one of Moon Knight's first villains. And there was also the guy in the werewolf mask from issues #7-8. Ok, granted that over 30+ issues, it's not that many, so maybe it's just a lot of wolf stories in my limited Moon Knight collection.

The significant development here is that Gena Landers, the owner of the diner that Moon Knight hangs out in as Jake Lockley, knew one of the gang members. She says that she raised him along with several other kids that weren't her own children. And up until now, they had all been crime free. But thanks to the Primal Project formula, this one breaks into her diner and attacks her. Twice. It's a traumatic experience for her.

A weird back-up story (drawn by Howell/Bulandi), in a Tales From The Crypt style format...

...deals with the aftermath of the main story, including some kids who dress up as werewolves to take advantage of the reports in the main story...

...and a follow-up on Gena, who is now considering moving down to Texas to get away from the crime in the city.
